New resident checklist for Utah

Driver license

No fixed day count is published: every Utah resident who drives must hold a Utah license once residency is established; check with the Utah Driver License Division. Out-of-state license holders take a 25-question open-book knowledge test (the full 50-question test is waived), may need a skills test, and must surrender the old license. The card arrives by mail in 6-8 weeks. Bring proof of identity, your Social Security number and two proofs of your Utah address.

Vehicle title and registration

Register within 60 days of establishing residency. Emissions test required in Cache, Davis, Salt Lake, Utah and Weber counties; no safety inspection for most passenger vehicles. Switch your auto insurance to a Utah policy.

Taxes or fees on a car you bring: Utah doesn't charge sales or use tax on a vehicle you bought while living in another state if that state's sales or use tax was paid; a valid, non-temporary out-of-state registration counts as proof (Utah Tax Commission Pub 5).

Annual registration: A base registration fee plus an age-based uniform fee in lieu of property tax, and local fees; the DMV fee estimator gives exact amounts. Electric vehicles pay an extra $180 a year for registrations starting in 2026 (or can join UDOT's Road Usage Charge at 1.25 cents a mile, capped at $180); plug-in hybrids and hybrids pay smaller add-on fees.

Extra yearly fee for an electric vehicle: $180.

Establishing residency

Resident if you move to Utah to make it your home, stay 6+ months in a calendar year, work in Utah (not on a temporary assignment), or register a vehicle or get resident privileges such as in-state tuition. Residency also decides where you pay income tax in the year you move; see taxes the year you move.

Your first-month checklist in Utah

  1. Register to vote at your new address.
  2. Update your address with the IRS (Form 8822), your employer and your bank.
  3. Make sure your employer withholds Utah income tax from your move date.
  4. Set up utilities and get renters or homeowners insurance. Owners with a mortgage here paid a median $1,119 a year for homeowners insurance in 2024 (Census ACS); premiums have risen in most states since, so get quotes.
  5. Keep your lease or closing papers and your license date as proof of when you became a resident.
