New resident checklist for North Carolina

Driver license

New residents must get a North Carolina driver license within 60 days of moving; written and road tests may be waived if your license from another state is valid. You need an NC license (or an NC Temporary Driving Certificate) before you can title a vehicle, and once North Carolina issues your license, your other-state license is no longer valid. Bring proof of identity, your Social Security number and two proofs of your North Carolina address.

Vehicle title and registration

Title and register your vehicle within 60 days of becoming a North Carolina resident, or sooner if you take a job in North Carolina first: NCDMV says to register when you start work there or when your old state's reciprocity period (usually 30 days) ends, whichever comes first. You need an NC title and continuous liability insurance from an insurer licensed in North Carolina (out-of-state policies aren't accepted). County vehicle property tax is collected at registration. You can register without an inspection, but the vehicle must pass one before its first renewal. Switch your auto insurance to a North Carolina policy.

Taxes or fees on a car you bring: North Carolina charges a highway use tax (instead of sales tax) whenever it issues a title. For a vehicle that has been titled in your name in another state for at least 90 days, the tax is capped at $250 (G.S. 105-187.6).

Annual registration: A flat annual registration fee for private passenger vehicles plus county and city vehicle property tax based on value, billed together. Plug-in electric vehicles pay an extra $214.50 a year and plug-in hybrids $107.25.
