New resident checklist for Arizona

Driver license

Required immediately upon becoming a resident; written and road tests not required with a valid out-of-state license (vision screening applies). Bring proof of identity, your Social Security number and two proofs of your Arizona address.

Vehicle title and registration

Register as soon as you become a resident, in person at MVD for a first Arizona registration. Emissions test required in Phoenix and Tucson metro areas (including commuters into them); Level I inspection only for some out-of-state vehicles lacking title/registration proof. Switch your auto insurance to an Arizona policy.

Taxes or fees on a car you bring: No new-resident fee. Arizona use tax targets vehicles bought out of state by Arizona residents, with credit for tax paid elsewhere; a vehicle bought and used while living in another state is generally not taxed.

Annual registration: Annual Vehicle License Tax (VLT) in lieu of property tax: 60% of the manufacturer's base retail price, depreciated 16.25% each year, taxed at $2.80 per $100 in year one and $2.89 per $100 after; plus a small flat registration fee ($8).

Extra yearly fee for an electric vehicle: none.

Establishing residency

You are a resident if you work in Arizona (other than seasonal farm work), stay 7+ months in a calendar year, register to vote, or put children in school at resident tuition. Residency also decides where you pay income tax in the year you move; see taxes the year you move.

Your first-month checklist in Arizona

  1. Register to vote at your new address.
  2. Update your address with the IRS (Form 8822), your employer and your bank.
  3. Make sure your employer withholds Arizona income tax from your move date.
  4. Set up utilities and get renters or homeowners insurance. Owners with a mortgage here paid a median $1,189 a year for homeowners insurance in 2024 (Census ACS); premiums have risen in most states since, so get quotes.
  5. Keep your lease or closing papers and your license date as proof of when you became a resident.
